The Friction Point
Developing a large-scale, high-performance building on an assembly of 42 separate lots and three consolidated alleys presents extreme logistical and regulatory complexity. The project required massive infrastructure investment and sensitive coordination with city utilities to modernize sanitary, storm, and electrical services—all while meeting the Department of Energy’s Zero Ready Home standards.
The Plan Build Intervention
Plan Build leverages deep-seated experience with the Greenmount Park corridor to navigate the unique site conditions and regulatory hurdles of Johnson Square. We act as the technical coordinator between the developer and the City, ensuring that the project’s ambitious sustainability goals—including an all-electric envelope and a 150kW solar array—stay on track through the complex "lot-to-block" transition.
Our expertise:
Infrastructure management to coordinate major utility investments and regulatory approvals for consolidated sanitary, storm, and water services.
Executing the Developer’s Agreement and Maintenance of Traffic (MOT) planning in direct coordination with City agencies.
Sustainability oversight to drive the project to achieve the DOE Zero Ready Home standard and NGBS Silver designation through high-performance envelope and MEP coordination.
Applying site condition expertise and firsthand knowledge of adjacent site utilities and development history to mitigate unforeseen underground risks.
Managing the complex ground-floor interface between the residential units and the Enoch Pratt Free Library branch.
